Search the venue contract for words such as inclement weather, rain location, backup space, indoor alternative and weather call. Note which room or area is named, whether it is reserved for you on the date or only offered if available, and whether its capacity fits your guest count and layout. A backup space that seats fewer guests than the lawn changes your rental and seating plan.
Then look at who decides. Wording such as "the decision to move indoors is at the sole discretion of the venue" gives the venue the call, while other wording lets you choose by a set time. Copy the exact sentence and page. If the contract is silent, ask the venue to state in writing who decides, by when, and what happens if the forecast is uncertain at that time.

When do you have to decide on the wedding rain plan?
List each deadline that depends on the weather call and put them on one line. The venue may set a decision time. A tent company may set a date after which the tent is committed and billed. A florist or rental company setting up outdoors may need to know before its crew loads the truck. Ask each vendor for the latest time it can accept a change without extra cost.
Your working deadline is the earliest of those times. For example, if in a hypothetical plan the venue wants the call by 10:00 a.m. on the wedding day, the rental crew loads at 8:00 a.m., and the tent company needs confirmation by 5:00 p.m. two days before, the decision you actually face is the tent confirmation, two days out.

For example, a hypothetical quote lists a $400 hold fee credited toward a $3,200 tent package, with release allowed until 72 hours before setup. If you use the tent, you pay $3,200 - $400 = $2,800 more. If you release in time, the $400 is what the hold cost. Ask the company to confirm those figures in writing.
What does a wedding weather backup plan cost?
Compare each option as a total rather than by its headline fee. A backup room may carry a room fee, a turnover or flip fee if staff reset the space during the event, or added labor. A tent may add sidewalls, flooring, lighting, heaters or fans, a generator and extra rental delivery. Your own vendors may charge if they must move setups or arrive earlier.
For example, in a hypothetical comparison the indoor room has a $750 flip fee, while the tent package costs $3,200 plus $450 for sidewalls and $350 for lighting, or $4,000 in all. The gap is $4,000 - $750 = $3,250 before any vendor charges. Seeing both totals lets you choose between the options on your own terms.

What do vendors and the photographer need if it rains?
Send each vendor the rain plan as it affects them. The photographer needs the backup ceremony location, any change to the photo schedule, and your answer on umbrellas; ask where they would take portraits if it rains, and how much time a covered location adds. A DJ or band needs to know where power is and whether the stage is covered; check whether its contract lets it stop or relocate if equipment is exposed to rain. The caterer needs the new service route, and the florist needs to know where arrangements will go.
Ask each one to confirm the rain version in writing, just as you confirm the main timeline. Keep a rain column in your timeline, with the backup location and any changed time for each line, so the point person can switch plans without rebuilding the day or calling each vendor to ask what changes.
How do we tell guests and vendors about the weather call?
Decide the message and the channels before the week of the wedding. Draft one short note for guests with the new location, any change to arrival or parking, and a suggestion about footwear or umbrellas, and one note for vendors with the switch and any time change. Choose who sends each note, and where guests will see it, such as your wedding website, a group text and signs at the entrance.
Name the decision-maker and a backup, and agree on the time they will make the call. Once it is made, the point person sends the vendor note and your chosen person sends the guest note, so that nobody has to invent the wording under pressure.
